Nagoya City in Aichi Prefecture, Japan, announced on March 22, 2011, that its confirmed figure for greenhouse gas (GHGs) emissions in 2008 decreased to 15.48 million tons of carbon dioxide (CO2) equivalent (same unit used below), down 11.0 percent from 1990 levels. The city set a goal to reduce CO2 emissions by 10 percent to 15.65 million tons from 1990 in fiscal 2010, but in fact achieved its goal two years ahead of schedule.

By sector, emissions from factories and other facilities and cars for business use decreased by 32.4 percent and 25.1 percent, respectively, from 1990, while emissions from households, cars for private use, and offices and stores increased by 13.7 percent, 25.1 percent, and 30.3 percent, respectively.

Emissions went down 9.6 percent from the previous year (17.12 million tons). This decrease is mainly attributed to the impact of the global economic recession stemming from the collapse of Lehman Brothers, reduced energy consumption among households and businesses, and power companies' use of emission credits through Kyoto Protocol mechanisms.

While Nagoya's Gross City Product (GCP) has increased by 8.8 percent since 2002, energy consumption has decreased by 8.5 percent because of growing awareness among households and businesses of the importance of saving energy and shifting to low-carbon energy sources. Furthermore, while GCP declined by 3.4 percent from the previous year, energy consumption declined even more--by 5.8 percent.
