Tokyo Gov't Cuts Greenhouse Gas Emissions 9.6% in FY 2009

Tokyo Metropolitan Government (TMG) announced on January 26, 2011, that greenhouse gas emissions from all office work and governmental operations fell 219,000 tons in the five-year period between FY 2004 and 2009--a reduction rate of 9.6 percent. This figure shows that TMG overall achieved its initial goal to reduce 10 percent, of greenhouse gas emissions by FY2009, set in FY 2005 when the government formulated its Global Warming Prevention TMG Plan.

In the TMG buildings in Shinjuku, Tokyo, trial tune-ups (performance improvement measures) of equipment were implemented for effective energy saving. Detailed tune-ups, including readjustment of ventilation outlet balance and more careful control of water temperature for air conditioning, helped achieve an 8.2 percent cut.

Similarly, the Bureau of Sewerage TMG reduced CO2 emissions by about 147,000 tons, resulting from lower dinitrogen monoxide emissions through high temperature incineration of sewage sludge; the Bureau of Industrial and Labor Affairs cut about 5,600 tons by retrofitting air conditioning and lighting systems with more energy-efficient equipment and through better operation of such systems at exhibit facilities; and the Bureau of Social Welfare and Public Health abated about 3,000 tons after its affiliated welfare facilities and research institutes replaced thermal devices and improved the equipment operation.

Taking a leadership role to achieve the targets outlined in the Tokyo Metropolitan Environmental Master Plan, TMG plans to set a new reduction target for the next five years starting in FY 2010, aiming at further reductions in greenhouse gas emissions.
