Ministry Selects FY2005 Community Projects to Cut CO2 Emissions

On July 22, 2005 Japan's Ministry of the Environment (MOE) announced that it selected 16 model community projects to be conducted this fiscal year with the aim of reducing carbon dioxide (CO2) emissions ,proposals of which were accepted from April 6 through May 13,2005. From among the proposals received, the MOE will select projects that can reduce CO2 emissions effectively and also be applied to other communities. It plans to implement the projects and evaluate their effects in cooperation with the Japan Center for Climate Change Actions (JCCCA). It will later compile a manual of successful projects, with the hope of inspiring similar projects throughout Japan.

To be selected, it must be possible to calculate the amount of reductions of greenhouse gas emissions as a result of the proposed project, which must involve energy efficiency or the use of alternative energy sources. The projects are to be implemented by one of the following (two or more of these may also work together): local citizens, Regional Councils of Measures to Cope with Global Warming, promotion staff for global warming prevention, and prefectural centers of the JCCCA. A subsidy of up to 10 million yen (about U.S.$93,500) will be granted to each selected project.

Eligible applicants are as follows:
(1) Community-based organizations (or organizations that support them) engaged in CO2 emissions control or reduction through energy conservation and promotion of alternative energy
(2) Citizens' groups that list "practical projects against global warming" as one of the organization's objectives
