More Than Three in Four Local Governments in Japan Draw Up Action Plans for Global Warming Countermeasures

Japan's Ministry of the Environment (MOE) published a survey on March 29, 2012, about levels of local implementation (as of October 1, 2011) of the Law Concerning the Promotion of Measures to Cope with Global Warming. The survey reports that 1,383 prefectural and municipal governments (about 77% of all local government entities in Japan) have formulated their own administrative and business action plans to reduce greenhouse gas emissions, an increase of 100 entities over fiscal 2010.

As for regional measures of action plans, 334 entities have already finished their planning, which is an increase of 57 entities over fiscal 2010. Almost all entities incorporated the four obligatory items in their plans, such as introducing solar and wind power and other renewable energies, and promoting energy savings and other emission reductions by local companies and residents.

Ninety-eight percent of prefectural governments have delegated persons to promote global warming countermeasures. All of the 47 prefectural governments have already designated centers for climate change actions.
