An agreement to cooperate on promoting the use of emission credits generated within the Tokyo area was concluded between the Tokyo Metropolitan Government (TMG), Tokyo's ward of Toshima, a large business, and small and medium-sized businesses (SMEs) in the ward, on February 24, 2011. The scheme, launched by Toshima, utilizes the TMG's cap-and-trade program, and is the first attempt in Tokyo in which the TMG, a ward, and businesses combine their efforts to reduce carbon dioxide emissions.
The ward's scheme to promote the use of emission credits from SMEs within the Tokyo area is designed to encourage them to implement energy saving measures and create credits, while also helping both large and small businesses in Tokyo understand how they can use those credits.
By saving energy through the introduction of high-efficiency lighting and air-conditioning equipment, four SMEs in Toshima will work to produce tradable emission credits that comply with TMG's greenhouse gas emissions reduction requirements and its emissions trading system. Meanwhile Sunshine City Corp., a large business that runs a commercial complex in the ward, will explore how it can use the credits generated by SMEs in the ward.
TMG plans to collaborate with and help Toshima through its subsidy programs for municipalities and spread similar schemes to other Tokyo municipalities.
