Japan Submits National Greenhouse Gas Inventory Report in April of 2010

Japan submitted its National Greenhouse Gas Inventory, consisting of a National Inventory Report (NIR) and a Common Reporting Format (CRF), to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) on April 15, 2010. The CRF is a set of tables designed to ensure that the Parties report quantitative data in a standardized format. All Parties to the Convention and the Kyoto Protocol are required to submit their NIR and CRF every year to the Secretariat of the UNFCCC. This is the year to submit the first natinoal inventory of the beginning of the first commitment period of the Protocol (from 2008 to 2012) in which Japan is required to reduce greenhouse gas (GHG) emissions by 6 percent below the base year (1990) level.

This NIR issued in April 2010 presented Japan's institutional arrangement for the inventory preparation, the estimation methods of GHG emissions and removals from sources and sinks, the trends in emissions and removals for GHGs (carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), and sulfur hexafluoride (SF6)) and precursors (nitrogen oxides (NOX), carbon monoxide (CO), non-methane volatile organic compounds (NMVOC), and sulfur dioxide (SO2)) during FY 1990-2008.

The centralized review of Japan's national GHG inventory submitted in the year 2010 took place from August 30 to September 4, 2010, in Bonn, Germany, and was conducted by a team of review experts nominated by the Secretariat of the UNFCCC.
