The Tokyo Metropolitan Board of Education announced on August 26, 2010, that carbon dioxide (CO2) emissions had been successfully reduced by 450 tons through a special "Action Month of CO2 Reduction" program conducted in June 2010, by Elementary and Junior High School students. It was part of a 2010 program under the initiative called "Tokyo's Big Change - The 10-year Plan," which aims to raise students' awareness of global warming prevention and their motivation to practice environmentally friendly behavior.

Students in Tokyo, mainly Elementary School fifth graders and Junior High School first graders, implemented environmentally friendly practices at their homes for seven days to reduce CO2 emissions by referring to a special check sheet. A total of 188,949 students from 1,931 schools participated in the program. The report noted that some aspects of their lifestyles have changed, for example, the families tend to spend more time in the same room, and they tend to switch off lights and air conditioners when not in use.

The Tokyo Metropolitan Board of Education had held an environmental education forum and awards ceremony on September 11, 2010, at the main conference hall of the Tokyo Metropolitan Government. Cooperative prizes were given to all participating schools in the program, and 106 schools that had particular success in environmental education earned special awards.
