Environment Ministry Releases FY2004 Data on Fluorocarbon Destruction

Keywords: Chemicals Climate Change Government

The total amount of fluorocarbons destroyed in fiscal 2004 was 2,976 tons, up 23 percent from fiscal 2003, according to an announcement on June 28, 2005 by the Japanese Ministry of the Environment. The ministry compiled the data based on reports submitted by fluorocarbon destruction operators in accordance with the Law Concerning the Recovery and Destruction of Fluorocarbons.

The types of fluorocarbons destroyed and their quantity were as follows: chlorofluorocarbons (CFCs), 954 tons; hydrochlorofluorocarbons (HCFCs), 1,604 tons; and hydrofluorocarbons (HFCs), 418 tons.

Of the total amount transferred to destruction operators, 2,490 tons were recovered from commercial air conditioners and refrigerators, while 456 tons were from car air conditioners. Compared to fiscal 2003, both figures increased, by 23 percent and 10 percent respectively.

CFCs and HCFCs are ozone-depleting substances that are to be phased out under the Montreal Protocol; these two substances are also potent greenhouse¡¡gases. HFCs, by contrast, are not ozone-depleting, but reduced HFC emissions are still required under the Kyoto Protocol because of their high global warming potential.
