New Tokyo Government Energy/Eco Plan Requires Utilities to Report on CO2, Renewables

In a bid to fight global warming, the Tokyo Metropolitan Government (TMG) has ordered electric power companies to submit and publish energy and environmental plans.

The order, which went into effect on April 1, 2005, applies to electricity suppliers (general and special contract) that serve Tokyo. Their plans and reporting must include (1) their current CO2 emissions coefficient (greenhouse gas emissions per kilowatt-hour of electricity) and reduction targets, and (2) their current usage of renewable energy and future targets.

The TMG has already ordered enterprises that are large energy consumers to adopt plans to tackle global warming. By obligating both energy suppliers and consumers to follow its guidance, the TMG aims to expand the use of renewable energy sources and promote the use of environmentally friendly electricity.

Tokyo hopes that its initiatives will prompt Japan's central and local governments to tackle global warming in greater earnest.
