Japan Adopts Action Plan to Achieve Kyoto Target

On April 28, 2005, the Japanese Cabinet adopted an action plan for meeting Japan's commitment under the Kyoto Protocol to reduce greenhouse gas emissions by 6 percent from 1990 levels. The plan was drafted on March 29, 2005, then reviewed based on public comments before being submitted to the Cabinet.

With its primary focus on the harmonization of environmental protection and economic growth, the action plan aims to encourage mutual reinforcement of the Japanese people's traditional "waste not, want not" attitude with science and technology. It also calls on national and local governments, businesses, and citizens to join hands to help curb global warming.

The Japanese government finished replacing all general official vehicles with low-emission models by March, 2005, and installed a solar power system, a wind generator and the world's first commercial fuel cell system at the Prime Minister's new official residence. Citing these examples, Prime Minister Junichiro Koizumi said that the Japanese government has been taking the initiative in
tackling global warming as promised, and will continue to do so. He also added that Japan aims to become one of the world's leading countries in the environmental field.
