Nagano to Use Voluntary Agreements to Reduce and Treat Industrial Waste

Nagano Prefecture in central Japan is launching a system to reduce and properly handle industrial waste through voluntary agreements with generators of industrial waste and waste management companies. This approach is intended to motivate waste generators and waste management companies to voluntarily promote the reduction, reuse, recycling and proper disposal of industrial waste.

Under the agreements the generators and management firms are required to establish implementation plans to reduce and properly handle industrial waste, and report the results of implementation to the prefecture. The prefecture will announce publicly the names of generators and management firms with which it has concluded agreements, as well as the plans submitted and the results of implementation. The agreements are expected to provide local residents and businesses with the criteria to select companies that have good practices, and enhance the reputations of those that do have good practices.

The plans will include objectives, the names of the responsible persons, the method of disclosing information on waste content and disposal facilities, countermeasures in case any waste is treated improperly, measures to handle the waste that they treat and dispose of by themselves, and their approaches to promote recycling. The agreement terms will be three years and the waste generators and management firms will report their plans and results each year.
