Kyoto City, Kyoto Prefecture, announced on July 12, 2012, that the city would hold meetings regarding the creation of a future city in order to elicit general opinions and issues from citizens.

The city sent invitations to 7,000 citizens aged over 15 years, who were chosen at random from its Basic Resident Register. The citizens were eligible to participate in one of three meetings that the city held in August 2012. With the aim of involving a wide range of participants, in contrast to the conventional application process, the city sent invitations to citizens selected at random as its first attempt. The City Hall's gallery was also open to the public.

The meetings took place as part of an effort started in 2008 to establish a mechanism to utilize citizen opinions for city development and municipal government. With regard to citizen opinions and issues collected from participants at the meetings, the Kyoto City Future Creation 100 Member Committee is in charge of reporting this information on its homepage. The committee intends to utilize the outcomes to practically resolve any issues raised.
