TMG Stipulates Renovation of Tokyo-Owned Facilities with Top Level Energy Efficiency Standards

The Tokyo Metropolitan Government (TMG) announced on July 28, 2011, that it has formulated the Tokyo Standards for Energy Efficiency and Renewable Energy Development. The new standards include the latest energy-saving equipment and various renewable energy systems to strengthen TMG's initiative to reduce electricity use and carbon dioxide (CO2) emissions at Tokyo-owned facilities, such as government buildings, schools and hospitals.

Renovations of Tokyo-owned facilities have been implemented in accordance with the 2007 Tokyo Standards for Energy Efficiency. To improve energy-saving performance, the 2007 Tokyo Standards were revised, following inspections of its facilities.

With this amendment, energy-conserving equipment was added to the current standards to enhance the introduction of highly efficient energy-saving equipment, which includes light-emitting diode lighting, ceramic metal halide lamps, high-efficiency air conditioning and high-efficiency fans. Renewable energy systems have also been added to the standards for introducing more renewable energies, which include solar energy system, natural ventilation, natural lighting, biomass system and a geothermal heat pump.

The new standards meet the highest evaluation ratings (level three) for both energy saving and renewable energy utilization under TMG's Green Building Program. According to the calculations taken from a model government building of 3,000 square meters, electricity use and CO2 emissions are expected to be reduced by about 30 percent, as compared to current standards, and by about 60 percent, as compared to normal office buildings in Tokyo.
