Environment Ministry to Revise Green Purchasing Law Requirements

The Japanese Ministry of the Environment (MOE) obtained Cabinet approval for its proposal to partially revise the Basic Policy on Promoting Green Purchasing on February 28, 2006. To make its proposal, the MOE drafted a plan to revise the designated procurement items and their evaluation criteria in the Basic Policy, which is based on the Law for Promoting Green Purchasing, and invited comments from the public from November 28 to December 22, 2005, and from January 10 to 31, 2006.

A proposed additional requirement is that raw wood be logged legally under the laws and regulations of the producing country when virgin pulp is used as a raw material. Other requirements the ministry proposed to add include: 1) Stationery should be made of legal wood; 2) Formaldehyde levels in furniture should meet predetermined standards; and 3) Information on specified chemicals contained in displays should be available on websites or by other means.

Based on the 124 comments received from the public, the MOE finalized its revision proposal, which was then endorsed by the Cabinet.
