Tokyo Mandates Eco-Labeling System for Big Condos

The Tokyo Metropolitan Government (TMG) has revised its Municipal Environment Protection Ordinance and created a new environmental performance labeling system for large residential buildings, according to an announcement made on May 30, 2005.

Under the new system, information about environmental performance must be shown on advertisements for large-scale residential buildings in order to provide a new environmental motive for buyers. Also, this system is expected to help promote voluntary efforts by builders to adopt environment-conscious management and develop a more favorable market for environment-friendly condos.

This policy will apply to newly constructed or extended residential buildings with a total floor area of over a hectare. Builders are required to submit their environmental plans to the TMG after October 1, 2005. This information will be released over the TMG website, and the relevant builders are responsible for explaining the details to prospective buyers at sales sites. The information to be shown covers 1) thermal insulation, 2) energy efficiency of facilities, 3) durability, and 4) greenery and ecology. A three-star rating system will be used for performance in each category based on the submitted environmental plans.
