METI to Launch On-line Market for Emissions Trading

Japan's Ministry of Economy, Trade and Industry (METI) will establish an on-line market to help achieve the country's greenhouse gas emissions reduction target set by the Kyoto Protocol on preventing global warming. This market will enable private companies in Japan to trade rights for emissions of greenhouse gases, including carbon dioxide (CO2). A market trial will start by the end of 2002 and it will evolve to a full-scale market starting the next fiscal year.

METI will invite the participation of about 20 companies, subsidize their emission-reducing efforts such as capital investments, issue temporary certificates, and enable on-line trading.
