Computer Manufacturer Offering Discounts to Users that Reduce Power Use, CO2 Emissions

Hewlett-Packard Japan (HP Japan) launched a new pay-per-use computer lease program on September 10, 2007, called the HP BladeSystem Pay Per Use Service--CO2 Reduction Incentive Program, which is aimed at reducing the cost of computer system use, as well as related power consumption and carbon dioxide (CO2) emissions.

The consumption of electricity from the use and cooling of computer systems is on the rise due to the ongoing enhancement in performance of central processing units (CPU). The IT industry is, therefore, being urged to promote system integration, utilize computer systems more efficiently and curtail power consumption by cooling systems more effectively.

HP Japan calculates the charge for leasing its HP BladeSystem using a pay-per-use billing program based on the tallied number of servers that are switched on each day, not based on system configuration. The newly introduced program is an advanced form of an existing one and is available to users of HP's BladeSystem c-Class.

By using HP's Insight Power Manager, which monitors and manages the electricity consumed by servers, the new discount program compares the actual power consumption of servers working in the "dynamic power saving mode" with the estimated power consumption in the conventional mode.

Based on the estimated amount of electricity saved, the corresponding reduction of CO2 emissions is then calculated. In the monthly billing, which consists of the basic rate plus a pay-per-use charge, the latter is discounted in proportion to the amount of estimated CO2 emissions reduced. For example, a 30 percent discount on the pay-per-use charge is given to companies with a 6 percent CO2 emissions reduction. Users need to sign a lease contract with Hewlett-Packard Japan Financial Service to sign up for the discount program.
