Guidelines Published for Management of Chemicals in Electrical/Electronic Products

Guidelines for managing the chemical substances found in electrical and electronic products were issued on September 25, 2005 by the Japan Green Procurement Survey Standardization Initiative (JGPSSI), an organization consisting of about 90 electrical and electronic manufacturers and suppliers.

The guidelines are aimed at companies, from material suppliers to end-product manufacturers, involved in the manufacture of electrical and electronic products. The primary goal of the guidelines is to help such companies implement the necessary measures to effectively manage the chemical substances present in their products, and to ensure the quality and reliability of information on these substances.

The guidelines include: a list of management items and a corresponding checklist; detailed explanations with examples; criteria for assessing the suitability of management; and a list of 24 chemical substances to be managed, including asbestos and mercury. In addition to member companies, members of the public can download the guidelines free of charge from the JGPSSI website. The guidelines are available in both Japanese and English.

The JGPSSI was established in 2001 by a group of electrical and electronic manufacturers. To help suppliers minimize the time and effort associated with inspecting chemicals in their materials and parts, and to improve the quality of reported data on these chemicals, the organization has promoted the standardization of chemical management practices, which often vary from company to company. The focus has been on establishing a common list of chemicals to be managed and standardizing the documents that provide inspection data. Inspection tools and manuals are also available free of charge at the JGPSSI website.
