The City of Yokohama, in central Japan, hosted an international conference on "smart" growth and urbanization of cities, called the Asia Smart City Conference, on October 31, 2012. Joined by representatives from 11 Asian cities, including Yokohama, the meeting adopted the Declaration of the Asia Smart City Conference, which recognizes the importance of building smart cities as a key strategy to achieve economic growth and prosperity yet ensure a livable and sustainable urban environment.

The purpose of the Asia Smart City Conference was to share future visions and innovative technologies toward the realization of a low-carbon society, with a goal to improve the quality of urban life and "green growth" in Asian cities. The conference was attended by representatives from nine cities in emerging Asian nations, including Bangkok in Thailand and Cebu in the Philippines, as well as the two Japanese cities of Kitakyushu and Yokohama. Representatives from the Japanese government and international institutions dedicated to solving problems related to rapid urbanization in Asian cities were also participants.

In the declaration, participating cities agreed to hold periodic meetings on smart city policies jointly with international organizations to strengthen coordination and promote measures to design cities that make smarter use of resources and technology.
