Japanese Cabinet Approves National Biodiversity Strategy 2012-2020

Japan's Ministry of the Environment announced on September 28, 2012, that the Cabinet approved the National Biodiversity Strategy of Japan 2012-2020. The Strategy sets national targets in line with the Aichi Biodiversity Targets adopted at the 10th Meeting of the Conference of the Parties (COP10) to the Convention on Biological Diversity which was held in October 2010. Taking into account the social conditions after the Great East Japan Earthquake and ongoing population decline, the Strategy also re-examines the relationship between people and nature and indicates a way to establish a society in harmony with nature for the future.

The Strategy includes 13 national targets with target years, 48 key action goals for achieving those national targets, 81 indicators for measuring progress toward achieving the targets. It also set out five basic strategies.
(1) Mainstream biodiversity in our daily life
(2) Review and rebuild relationships between people and nature in local communities
(3) Secure linkages between forests, the countryside, rivers and the sea
(4) Take action with a global vision
(5) Strengthen the scientific foundation and utilize it in policy making

In its action plan for the next five years, the Strategy also sets out some 700 specific measures--for example, to conduct general evaluations on biodiversity by 2015, when mid-term evaluations on the Aichi Biodiversity Targets will be made, and 50 numerical targets.
