Action Plans by Businesses to Lower Car Pollution in Tokyo
With the aim of reducing the environmental impact of vehicles, the Tokyo Metropolitan Government (TMG) released on March 30, 2012, action plans to lower car pollution drawn up and submitted by 1,700 specified businesses that operate more than 30 vehicles in the metropolitan area. It is the first time that the plans of all the submitters have been disclosed to the public. The results reported by these companies each year will also be disclosed from next year on.
TMG has required these companies to submit an action plan to lower car pollution since fiscal 2001, pursuant to its Environment Protection Ordinance. The idea is to stimulate businesses operating a fleet of cars to pay voluntary and due consideration to environmental conservation by deploying low-polluting, fuel-efficient vehicles, streamlining car use, as well as by taking other measures.
In the third term starting from fiscal 2011, TMG not only required the specified businesses to submit their action plans and performance reports, but also disclosed them. The purpose is to provide businesses with opportunities to promote what measures they are taking to mitigate car pollution and at the same time refer to measures implemented by others.
The action plan lists a basic policy, frameworks for implementing the policy, reduction targets for emissions, and other measures to reduce environmental impact. The carbon dioxide emissions reduction rate planned by all the businesses is on average 11.1 percent, while it exceeds 10 percent in all business sectors.
