METI Publishes Second 'Best Practices' Handbook on Japanese Towns Promoting Electric Vehicles and Plug-in Hybrid Vehicles

Japan's Ministry of Economy, Trade and Industry (METI) released a new publication on January 19, 2012 -- the "EV & PHV Town Initiatives Best Practices Handbook II" -- which introduces the latest pioneering activities in various towns and prefectures to promote the use of electric vehicles (EVs) and plug-in hybrid vehicles (PHVs).

In March 2009, METI selected eight prefectures under its "First-Period EV & PHV Town" scheme, and published in August 2010 the "Collection of Best Practices," which introduced their activities for advancing and promoting the initiative. This was followed by "Best Practices Handbook II" to share new ideas and information gathered since 10 new prefectures were added to the scheme, in December 2010, and because EV and PHV cars and charging infrastructure have improved and gradually become more popular.

The new handbook includes chapters on creating initial demand, publicity and raising awareness, improving charging infrastructure, and other unique approaches. Among those featured are new initiatives such as EV and PHV taxis and projects in hilly rural areas.
