Large Scale Emitters Account for Increased Percentage of GHG Emissions in FY2008

Japan's Ministry of the Environment and the Ministry of Economy, Trade and Industry released on June 18, 2010, the compiled data on fiscal 2008 greenhouse gas (GHG) emissions, collected under a system that requires companies to calculate, report and publish their GHG emissions. A total of 14,842 specified facility emitters (7,817 industries and businesses) and 1,425 specified transportation emitters revealed their emissions data, in accordance with the disclosure requirement from the government. Kiko Network, a Japanese non-profit organization, analyzed in detail the ratio of large-scale emitters from the data, and released its preliminary report on July 9, 2010.

Due to the global recession in 2008, the amount of GHG emissions--both direct and indirect emissions--declined by about 6 percent from the previous year. However, the percentage of GHG emissions from large emitters increased, indicating that a limited number of emitters account for most of the emissions in Japan.

In fact, about 150 corporations in Japan, including 84 power plants and 16 steel plants, were the major sources of GHG emissions in FY2008, which accounted for 50 percent of total emissions in Japan. The remaining 15,000 corporations and transportation firms accounted for about 20 percent of emissions, and small business corporations, which are exempt from the disclosure requirement, accounted for about 30 percent of emissions.

The number of corporations responsible for half of the annual GHG emissions was 200 in FY2006 and 161 in FY2007. Comparing those numbers with 150 corporations in FY2008, it is clear that the source of GHG emissions is becoming increasingly centered on large-scale emitters.
