MLIT Finalizes Housing Energy Conservation Label Guidelines

Japan's Ministry of Land, Infrastructure, Transport and Tourism (MLIT) finalized and released the Housing Energy Conservation Label Guidelines on June 16, 2009, in order to increase the availability of energy efficiency information on housing to consumers. The guidelines outline how to perform comprehensive energy efficiency evaluations ― including equipment such as HVAC (heating, ventilation and air-conditioning) and water heater systems, in addition to thermal insulation of exterior walls and windows ― and display the results on a label.

The labels come in green or blue. A green label indicates that the energy efficiency evaluation was performed by a third-party registered building investigation body, while a blue labels display results based on a self-assessment performed by the home builder.

The Home Energy Conservation Label provides "at-a-glance" adaptation status of new single-family homes to the target standards, which are based on the Judgment Standards for Residential Construction Clients implemented upon amendment of the Act on the Rational Use of Energy (also known as the Energy Conservation Law) in April 2009.
