Kiko (Climate) Network, a Japanese non-profit organization, announced its first draft for Climate Protection Act on April 16, 2008. To curb global warming, the organization is making proposals and working from the standpoint of citizens. The draft suggests supplementing or revising the current law, "the Law Concerning the Promotion of Measures to Cope with Global Warming" and therefore, changing its name to "Climate Protection Act."

Aiming at keeping the temperature increase within two degrees Celsius above pre-industrial levels, Kiko Network set out the following goals: Reducing emission levels of six types of greenhouse gases, such as carbon dioxide, by 30 percent from the 1990 levels before fiscal 2020; and promoting renewable energy to increase its domestic share to 20 percent of the primary energy supply. In fiscal 2005, Japan's renewable energy supply was 11.6 million kiloliters of crude oil equivalent, accounting for as little as two percent of its domestic primary energy supply.

The draft stipulates the acquisition of accurate, up-to-date data on domestic emission levels and efforts by major emitting industries, and to share it nationwide. Furthermore, the draft proposed that effective policies and systems be introduced, including a carbon tax, domestic emissions trading systems and promotion of renewable energy. Establishing the Committee on Climate Change (provisional name) is also suggested. This will respond to the changing global situation as an advisory institute on social reform.
