The Tokyo Metropolitan Government (TMG) announced its 2007 Tokyo Standards for Energy Efficiency on May 28, 2007. Since the TMG established the Committee for Development of a Carbon-Minus Urban Environment in January 2007, it has been engaged in reducing CO2 emissions and this is part of its extensive efforts.

The TMG intends to transform its offices, schools, and hospitals into world-leading energy-saving buildings that have highly insulated structure and highly energy-efficient equipment as standard features. The new standards will be applied to future renovations and construction of buildings owned by the government as a measure to significantly curb CO2 emissions.

For example, when renovated in accordance with the new standards, a model building of 3,000 square meters is estimated to have approximately 30 percent fewer CO2 emissions than a building that meets standards of the year 2000. The TMG also plans to promote the use of renewable energy sources, focusing mainly on the installation of photovoltaic systems, and to create an area of urban green space that far exceeds requirements specified by its current standards.

The TMG will encourage its municipalities and the private sector to adopt the new standards in order to promote coordinated regional efforts to reduce CO2 emissions in Tokyo.
