The Kyoto Prefectural Government enacted an ordinance to promote global warming measures, with the participation of all prefectural citizens, in April 2006. Based on this ordinance, the government released a promotional program for global warming measures on October 26, 2006, with the aim of reducing green house gas (GHG) emissions generated within the prefecture by 10 percent compared to fiscal 1990 levels by fiscal 2010.

According to the program, GHG emissions in fiscal 2010 are expected to be about 14.68 million ton-CO2, up 0.6 percent compared to the base year (1990), which means that a 10.6 percent or 1.57 million ton-CO2 reduction is necessary. In order to achieve this goal, the plan also specifies individual reduction targets in four major areas: industry, transportation, services and households.

For example, in the Tango area, the prefecture will promote natural energy, such as wind power generation, and environmental education; and in Kyoto City, it will focus on raising awareness of tourists and college students, as the city is a popular tourist destination and is home to many colleges.. The prefecture will try to promote flexible measures according to local characteristics, by setting up an individual focus in each area.

In addition, it offers the "Menu for 10-percent reductions" in the use of electricity, city gas and gasoline, as an action model for citizens, with which they will be able to realize the results of their efforts. Other than reduction targets, it will make full use of the forests that cover three quarters of the prefecture, and set a 5.4-percent forest sink target (or about 0.8 million ton-CO2). To do so, it will further preserve and manage forests.
