The Ministry of the Environment (MOE) of Japan has invited model projects from groups like nonprofit organizations trying to reduce carbon dioxide (CO2) emissions effectively in cooperation with local residents.

The targeted model projects should set their goals on reducing CO2 emissions by enhancing energy-saving efforts or using alternative energy sources. Requirements for the projects include having a significant effect on cutting CO2 emissions and being applicable to other communities. The ministry is to help launch and implement the selected projects as well as evaluate their effects. It also aims to spread similar activities for CO2 emission control across the nation by compiling successful cases of the projects into a manual.

Eligible applicants are as follows: community-based organizations engaging in CO2 emission control through energy saving and promotion of alternative energy, their supporting organizations, and citizens' groups that aim to take actions against global warming. The maximum grant per project is 10 million yen (about U.S.$96,000). The ministry will make contracts with selected groups by June 2004 and the contracts will last until the middle of March 2005.
