A new human-powered "velotaxi" business has started operations in Kyoto, home of the COP-3 international conference on climate negotiations that took place in 1997. The streamlined German-made "giant tricycle" is now running around the ancient capital. A local citizen's group proposed this plan, which at first was considered to be illegal due to "doubling" of riders. Local authorities later gave the group special permission to ride around the central area of the city.

The fare for one ride is 300 yen (U.S.$2.50) for adults and children 6 years olds and over, 200 yen (U.S.$1.60) for children 2 to 5 years old, and free for children under 2.
