Survey Shows Over 60% of Municipalities Prefer Businesses Contributing to Sustainable-Community Building

According to a report on a survey of social responsibility of local governments released in June 2013, the most widely spread initiatives are efforts to reduce environmental impacts by municipalities, and at least 90 percent of municipalities continuously disclose environmental information. As for public procurement, 60 percent or more of the municipalities adopt a bidding system based on comprehensive evaluation to prioritize companies contributing to the creation of sustainable communities.

On the other hand, there are some insufficiencies on the same topic of public procurement. Municipalities that require their suppliers to provide consultation services to customers and business partners account for 10 percent of the surveyed municipalities, and those providing support for female employees of the suppliers account for only 20 percent.

Participating municipalities totaled 98 local governments, and include all prefectures, major cities (government ordinance cities), and prefectural capitals. The questionnaire addresses 20 items on three topics, including social responsibility of local governments, promotion of ISO 26000 (social-responsibility guidance document) among businesses in local communities, and public procurement. Questionnaire responses were evaluated based on public information released by each municipality, and after gathering feedback from municipalities, the survey results were compiled. The survey was commissioned by the International Institute for Human, Organization and the Earth, a non-profit organization working to support cooperation among citizens, companies and local governments, and was conducted by the Institute for Human Diversity Japan, a non-governmental organization.
