American Honda Motor Co., an overseas subsidiary of Honda Motor Co., delivered a 2005 Honda FCX hydrogen-powered fuel cell vehicle (FCV) to the State of New York on December 7, 2004. The FCV is powered by Honda's original fuel cell stack, the Honda FC Stack, the world's first FCV that will start at sub-zero temperatures. The FSX was also the first to meet the requirements for selling FVCs in the US by being certified by both the US Environmental Protection Agency (EPA) and the California Air Resources Board (CARB), in July 2002.

The Honda FC Stack's new features include a stamped metal separator and electrolyte membranes, and it can generate power at temperatures ranging from -20 Celsius (-4 Fahrenheit) to 95C (203F), an achievement that has so far eluded conventional stacks. New technology has also greatly improved its durability.

Honda signed a contract with New York State on November 16, 2004 to lease two 2005 FCXs for a period of two years; the first of these was delivered on Dec. 7. The FCX is presently being sold in the Tokyo Metropolitan area and in the State of California, the first ones having been delivered to the Tokyo Metropolitan Government and the City of Los Angeles in December 2002.

This leasing contract with New York State is a breakthrough for Honda in the field of FCV use in areas with sub-freezing winter temperatures, considered a challenge for FCV marketing. Encouraged by this market expansion, the company aims to promote full-scale FCV sales.
