The Environmental Bureau of the Tokyo Metropolitan Government recently formulated guidelines on use of lead-based paints as a part of its "Guidelines on Chemical Substances Affecting Children," in an effort to encourage builders and managers of facilities to use paints with lower lead concentrations.
These guidelines are the first of their kind on this topic to be drawn up by the national and local governments in Japan. Although they only function as a request from governments and are not legally binding, such guidelines are needed, since large intakes of lead can be harmful to human health.
